The dissertation thoroughly explores the conditions for the occurrence of force majeure, its legal consequences, and issues of improving civil legislation on this basis.
Professor Said Gulyamov, Doctor of Law from the Tashkent State University of Law, was invited to the Higher School of Judges and participated in the defense as an opponent. Professor Gulyamov highly appreciated the dissertation and gave theoretical and practical recommendations.
In particular, he put forward such recommendations as introducing a single electronic platform based on blockchain technology for registering and verifying force majeure circumstances, creating a national system for assessing the risks of emergencies using artificial intelligence, and providing for the use of smart contracts and online dispute resolution tools in legislation.
Said Gulyamov also emphasized the need to establish international cooperation to create a global digital ecosystem for exchanging information on transnational force majeure situations.
It was noted that the opinions expressed at the event will serve to further develop the dissertation topic and improve the legal regulation of the institution of force majeure.
The dissertation meets all the requirements of the Higher Attestation Commission of the Republic of Uzbekistan and it was recommended that the author be awarded the degree of Doctor of Law in the specialty 12.00.03 – Civil Law. Business law. Family law. Private international law.
